I would not worry too much -- it likely is not a path that is truly
desirable.  ZCML is for site-netural software component configuration.
 Something site specific like a directory is best passed via zope.conf
into application configuration (possible via buildout and
zope-conf-additional in plone.recipe.zope2instance as Mike suggests
[1]).   Or come up with some kind of home-grown  Trying to use ZCML
for configuring runtime site configuration is perhaps like using a
steak knife to turn a screw.
