I'm assuming you're using plone.app.theming/Diazo here (it's helpful to
state what add-on products you are using). Are both of your themes
plone.app.theming/Diazo themes? (or is the broken site using a 'traditional'
CMF skin themes)?

You should be able to get to the Diazo control panel at
siteurl/theming-controlpanel as that is always unthemed. If you need to
login too then you can use siteurl/failsafe_login_form which will also be
unthemed. (Assuming plone.app.theming is being used.)
