What is your distribution? If it is Debian or Ubuntu, your vhost files are in /etc/apache2/sites-available. To activate a vhost file, a symlink to the file in sites-available must be set in /etc/apache2/sites-enabled. Your rewrite rule must be in an enabled vhost file.
