I say deprecate the old build system for Windows and go to CBS. Maintaining the extra code is a distraction--we can fold the useful features of the win3 driver into wingcc. We should preserve the win3 driver name because it makes more sense then wingcc.
If there is interest, we can make a binary win32 build available for download.
