Thanks, Wim, for spotting how far out of date our INSTALL file was for
5.7.1.  The most up-to-date source of information for our CBS is always
going to be http://www.miscdebris.net/plplot_wiki/.  That already had the
correct cmake version information.  I have now just updated the wiki some
more and cut and pasted the generic Unix and specific Linux CBS instructions
from there to the INSTALL file.  These INSTALL file changes will go into our
next release (scheduled for January).

Note, to the MacOS X and windows developers here: the CBS instructions in
the INSTALL file for those platforms still need to be updated to be
consistent with our wiki.
