In principle all the maintainers of PLplot. If a bug, reported in the 
bug tracker,
is fixed, its status should be changed too. But we have had a culture 
for years
now where bugs were reported on the mailing list, rather than in the bug 
tracker
and it has been neglected, I guess. Perhaps we should review the bug reports
in the next few weeks and see what can be closed or solved for the next
release.
