Done.  In case anyone else is interested in how such tweaks are done,
here are the steps:

(1) cvs update or cvs checkout our www cvs module (as opposed to our
plplot module that you normally check out).

(2) Make the tweak in the resulting www directory.

(3) In that same directory, follow the directions in the README file:

i.e., execute "WWW_USER=joeplplotter make", where joeplplotter is your login
id at shell1.sf.net.  A lot of things get done by the resulting commands so
you may need to go and get a cup of coffee while it completes, but at least
on my Debian stable system, the results (including the tweaked link) seem
fine.

(4) commit your www changes to our cvs repo.
