I added an additional page to example 28 to render a message as a character
string which follows a helix pattern.  The message expresses a sentiment I
presume all of us will be comfortable with as free software developers.

It appears the current bugs in plptex3 that are demonstrated by other pages
of example 28 only have a minor effect on this particular page.

This change finalizes example 28 in the C language.  Thus, it is time to
propagate this example to other languages to test the plptex3 and plmtex3
wrappers in those languages.  I don't have time to do this in the near
future so volunteers to help with the propagation in their favorite non-C
language would be much appreciated.
