Hi Alan,

since I have gtk, cairo, pango already running on Windows for MinGW I 
offer to test it (also for MSYS) ... after I finished my thesis. Still 
working on it, but with end of October I should have some free time to 
do this tests.

Regarding theopendisc.com: I don't think the plplot would be of interest 
for them, since they "only" provide applications like OpenOffice, gimp, 
etc. Since you need a C compiler or python to use plplot, I think they 
aren't interested - this project is more for users than for developers.
