Hi Hazen: I have put a section into README.Release_Manager_Cookbook concerning immediate preparation for the next release cycle. Could you review that wording and then actually do the recommended changes to OLD-README.release and README.release?
That should allow those who have made significant changes to PLplot since 5.8.0 to write about it in README.release while the changes are still fresh in their mind.
