While this may be more trouble than you want to go through, you could try using SVK [1] or git [2] for offline commits against the PLplot Subversion repository. I have a git mirror [3] of the PLplot Subversion repository trunk for easier personal use and to keep track of any patches I may want to keep against PLplot. This is not in any way meant to be part of a VCS flame war, just a friendly suggestion if you would like a way to work locally with the ability to track several commits before pushing them back to the main PLplot repository.
