I had trouble with importing our svg results into scribus-ng because that svg editor appears to demand svg suffixes, and our ctest results were named like x23.svg.?? instead where ?? was a numerical suffix. Like scribus-ng I also prefer meaningful suffixes to numerical suffixes. So I wanted to use our documented %n feature to put the page number into the base part of the filename rather than as an additional suffix. But I couldn't do that very easily without the core change I recently committed to ignore "%n" if it appeared in a filename when familying was turned off.
That core change and script changes have been now been completed (revision 8919). Please try out that revision and let me know what you think of the form of the filenames resulting from ctest (or plplot-test.sh --device=svg in the install tree).
