I looked deeper into this issue.  According to
http://coding.derkeiler.com/Archive/Tcl/comp.lang.tcl/2008-02/msg01063.html
and follow-ups to that post, tcl-8.5 requires itcl-3.4.  However, the
highest version of itcl that Debian has packaged so far (even in
experimental) is 3.2 so Debian/Ubuntu Tcl/Tk 8.5 users must go without
itcl/itk unless they are willing to build itcl-3.4 for themselves. My
general impression from this issue is the Tcl/Tk part of Debian is poorly
maintained.  On the other hand, perhaps Debian users don't care since there
are no bug reports at all for any Tcl/Tk related package.

I don't care that strongly myself (since itcl/itk is such a small part of
PLplot), but if you want to follow this up I suggest you put together a
Debian bug report requesting packaging of itcl/itk 3.4 (after you confirm
that you can build those packages for yourself following the directions
in the above thread).
