You don't need to install the whole gtk libraries only cairo/pango and  
it's dependencies (provided as single downloads) and pkg-config. But  
it's much easier to install the all-in-one package and install  
everything. If you make an installer with a program which uses plplot  
and cairo you should only include the necessary dlls then.
