Hi Andrew:

Thanks for propagating the new time pages from python to C. If you and
others could propagate the current PLplot time API and make the appropriate
added pages to example 29 to additional languages you are familiar with,
that would be a big help to me.

I have basically been snowed under by other PLplot issues, so it looks more
and more like my long-planned additional changes to libqsastime are going to
be done post release. Basically those plans are to implement state-of-the
art transformations between "civil time" (as expressed by Greenwich Mean
time historically and UTC now) and "ephemeris" time (as expressed by
ephemeris time historically and TT or TCG now) for libqsastime. However,
those planned changes should not affect the PLplot time API.  Once the
updates to libqsastime are finished, then I also plan to add some additional
pages to python example 29 showing off the new time capabilities that are
possible and propagate those additional pages to the other languages.
However, that propagation will be much easier if the current python pages
and the PLplot time API have already been propagated to the other languages
so I much appreciate your first step toward doing that and encourage you 
(and others) to continue.  :-)
