So, SF has made some pretty major changes to their release infrastructure. The biggest change is that I can no longer figure out how to link to the release notes in the news section. Now, however, you can read the notes by clicking on "Notes/Subscribe" in the "Browse Files for PLplot" section. I've also included README.release in the 5.9.5 release section.
