I put the Windows-df.cmake file in the proper directory
under the name Windows-Compaq-Fortran.cmake (in accordance
with the 2.8 convention) and this worked fine.

So the bare Windows platform (with MSVC 6.0 and CVF) works 
fine with this addition.
