Please have a look at my recent changes to
http://www.miscdebris.net/plplot_wiki/index.php?title=Specifics_for_various_platforms

I have put in a section entitled "Free and open-source tools to help
build a powerful version of PLplot on Windows" where I am accumulating
my wine experience (emphasizing the general Windows platform with wine
specifics suppressed as much as possible) on installing software
dependencies of PLplot. I have already created separate pages linked
from that section that give instructions for installing MinGW/MSYS,
SWIG, Python, and Lua on Windows platforms; but there will probably be
more to come as I increase the power of my wine development platform
for PLplot.
