There are still some additional changes that need to be made to
plcolorbar.  Therefore, to simplify the _pllegend_ propagation efforts, and to
deal with the current broken build, here is what I have decided to do.

* Disable plcolorbar for now in all languages where it has been
implemented except for C and OCaml.

* For C example 33, -colorbar will be an option that is turned
off by default.

This should allow all of you to implement and test pllegend using
example 33 differences reflecting any pllegend issues for your
language without interference from plcolorbar.

I have started (revision 11538) this disabling process with C and C++
but the other languages should soon follow so that our default build
should work again and the non_interactive target will reflect pllegend
tests but ignore plcolorbar tests.
