Nevertheless, will you first run the simple C test I suggested please?

If for that simple test case in C you also get tiny characters (i.e.,
plschr works for that simple test of extcairo device) that answers the
question whether your gtk/plplot platform can replicate the good C
results that I get for that simple test on my gtk/plplot platform.

If that first step is a success, then I suggest your second step should be to 
run the same simple
example programmed in Fortran 95.

You have made a pretty good case that your results for that simple C
test _should be_ the same as mine, and also the equivalent Fortran 95
simple example _should_ work but please check those assumptions for
debugging anything else.

You never know whether there is something wrong with gtk or PLplot or
Fortran on your platform so such simple tests build both your
confidence and ours in those components of your platform.
