Just to share some experience, I am trying to port to Windows the Fortran interface to shapelib and gdal (fortrangis.berlios.de) and I succeeded with GNU compilers under mingw linking to the OSGEO4W install, despite the difficulties of sticking to an autoconf build system; I don't know how it would be with MS compilers.
