Hi Alan
I've tested this for both debug and release configurations with visual studio 
2008. Unfortunately I both cases I end up linking to the dynamic runtime (/MDd 
and /MD).
 
Sorry it's not better news

To Arjen and Phil:

I attach a second version of my patch that should enable support
for a static runtime for Microsoft (non-MinGW) compilers.
I think there was an issue with the first version (attempting
to convert CXX flags before they were generated by enabling
C++).

I would like to put this issue to rest so please give me feedback on
whether this patch (applied to a pristine svn trunk source tree) gives
you good static runtime results when you use the -DSTATIC_RUNTIME=ON
cmake option for the PLplot build.
