PS. I realised that supporting plMergeOpts in Tcl and
most probably Fortran 90 (well, Fortran 2003 acually) is
not that hard to do. (For the Tcl variant I would rely
on a Tcl implementation via [upvar]. The parsing of the
extra options would happen in Tcl, not in C. For the
Fortran variant I would use the c_loc intrinsic function
that was introduced in the F2003 standard. It returns
the C-useable address of a variable)
