If you look at http://sourceforge.net/projects/plplot/files/plplot/5.9.10%20Source/plplot-5.9.10.tar.gz/stats/map?dates=2013-10-01%20to%202013-10-15 you can see that the tarball downloads are going well since 5.9.10 was released 15 days ago. The average download rate is ~25 per day, and the number of different countries where people have downloaded PLplot-5.9.10 now stands at 53. I attribute that very large variety of cultures that use PLplot to our excellent unicode support, and a tip of the hat to Andrew Roach who was the one who first started implementing our unicode support back in 2004.
With regard to future release plans, this current release cycle should be relatively short (a few months) leading up to 5.9.11, the last development release in the 5.9.x series. And 5.9.11 should be followed by a very quick release cycle (one month) limited to just testing, bug fixing, and documentation improvements leading up to our next stable release, 5.10.0.
