Just as you are doing; post to the plplot-devel mailing list. I feel
initial discussion of issues on that list is important since a lot of
such issues are due to misunderstandings (i.e. documentation bugs) or
source-code bugs that can be immediately fixed.  However, if it turns
out that after discussion on that list there is a real PLplot issue
that we cannot immediately deal with, then we will encourage you to
use the bugtracker to make a more permanent record of the issue.
