I have now finished the release of PLplot-5.10.0, the commit freeze is now gone, and we have now started the PLplot-5.11.0 release cycle.
Early plans for the last release cycle emphasized it's "stable" nature, and although we abandoned that idea (and in fact we have dropped the whole concept of "development" releases), I suspect that "stable" label seriously inhibited development of PLplot-5.10.0. From now on all our releases will be "stable" in the sense that they are well-tested, but any factors inhibiting development for one release cycle compared to another should now be gone. Furthermore, I strongly encourage you to develop early in this release cycle rather than near its end (roughly 3-4 months from now) to give us all the maximum possible length of experience with your new PLplot development before it is released.
