I have just (as of revision 13035) finished the rather complex task
of propagating the latest version of api.xml (which includes UTF-8
characters) to the help strings for the Python and Octave bindings.

See the commit message for the details.  Note that sed is now a
prerequisite for Python because of a necessary fixup required for the
swig-generated results. On non-Unix platforms sed is readily available
as part of MSYS (or MSYS2 or Cygwin).

The result has been tested on Linux using the test_noninteractive and
test_interactive targets in the build tree and also (using the
CMake-based build system) for the installed examples tree. Python and
Octave tests on non-Linux platforms need to be done as well.
