Patch 24 <https://sourceforge.net/p/plplot/patches/24/> concerns
adding a plssubmem function that is similar to plsmem and was created
in 2009.  I assigned it to you that same year because of your plsmem
expertise.

I noticed this patch because it continues to have an open status.
My view is such an open status indicates we don't care and
discourages further contributions.  Therefore, please deal with
this patch.

If this patch is no longer relevant please change the status to
closed-out-of-date.  If you judge the usefulness to be minimal, please
change the status to wont-fix.  On the other hand, if you think this
patch is a useful contribution to PLplot and it generates no build
disruptions, please change the status to accepted and commit and push
this change to the master branch of our official git repo following
the git workflow directions in README.developers.
