I agree with you, that your completely up-to-date TeX distro
gives a clean result for the build of our DocBook documentation (just
as my out-of-date TeX distro does as well) with none of the
validation errors that are encountered by Arjen.

@Phil:

I assume that you do not get any of those many

element sect1: validity error : ID <section name> already defined

messages that Arjen got, because you didn't mention any issues like
that, but could you confirm that assumption?

@Arjen:

I recall you have a special non-Cygwin TeX distribution that you are
using.  In light of the fact that nobody else has seen any such errors
as above like you have reported, I think that non-Cygwin TeX is the
likely source of your problems. To test that hypothesis, please
install and use the Cygwin TeX packages instead to see if those
validator warnings disappear.  If they do, then the Cygwin version of
TeX is the one you should use for all further builds of our
documentation.
