I have (as of commit id 6c847e28) bumped the minimum version of CMake
to 3.2.2 on all platforms other than Linux and Cygwin.  The reason
for this is to avoid a file(GENERATE...) permissions bug in CMake-3 that occurs
for all versions less than 3.2 where a convenient workaround for the bug
can be done with a GNU extension of chmod that is only available
for Linux and Cygwin.

I plan for the next two years or so to keep the minimum version of
CMake for Linux and Cygwin at 3.0.2 which allows most Linux and Cygwin
users to use the system version of CMake on their platform.
