The Cygwin mailing list is actively used for both announcements of updates to 
packages (many of which I do not use myself, but that is another matter) and to 
answer questions and solve problems. In that respect the whole project seems 
healthy enough. That said, I have seen several questions about packages like 
CMake lagging behind the developments and not all questions get answered 
properly. Perhaps it does not hurt to ask about the plans regarding the 
packages we are interested in in the context of PLplot.
