I have just now updated PLplot (commit d2d9461a3) to allow our build
system to use local builds of Lua in a consistent fashion, and using
that capability I have proved the Debian Lua-5.3.3 issue is in
upstream 5.3.3 which is fixed in upstream 5.3.5 (see the latest
discussion at
<https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=902238> for more
details).

Furthermore, if you look at <https://tracker.debian.org/pkg/lua5.3>
the official maintainer has been inactive for the last three years so
others have been occasionally contributing with the last such activity
a year ago.  Therefore, would you be willing to do a NMU of lua-5.3.5
to allow the upstream fix for the lua issue I have been discussing to
propagate to Debian?  Such propagation should simplify your life
as the Debian maintainer for PLplot as well as being a big help
to each Debian user who is encountering this severe issue with Lua-5.3.3.
