That question is answered in part if you follow links from

to http://sourceforge.net/docs/B01/en/svn_client#svn_client.  Those links
all have useful information.  The last link mentions "TortoiseSVN 1.2.6 and
above, for Microsoft Windows", and "The official SVN client, included in
most Linux and BSD distributions; available for Linux, BSD, Mac OS X, and
Windows."

My Linux experience is even as old a Linux client as that available on
Debian stable works fine for our SF repository accessed with the https://
method.  Apparently, there are important differences in subversion
repository format between the various subversion versions. However, there is
an apache subversion module that understands all these different repository
formats which makes it a seamless experience for users like me with an old
svn client version when they access the SF repository with the the https://
method.
