The current status is we have considered the possibility of binary releases
for windows, but haven't implemented it yet. It might be quite some time
before we do this since there are quite a few extra considerations (e.g.,
which Windows platforms to cover) for doing a binary release.

Therefore, for the indefinite future Brian must do a PLplot build on
Windows to get access to PLplot for Ada. Werner and Arjen have been working
hard to insure that the PLplot build is a reasonably smooth experience on
the various Windows platforms with everything documented in
http://www.miscdebris.net/plplot_wiki/index.php?title=Building_PLplot and
further links to build specifics found there.

Werner has tested Ada for MinGW/MSYS on Windows in the past, and all seemed
to be well. So tell Brian to follow the build documentation for MinGW/MSYS
on Windows to get access to PLplot from Ada. If there is anything he
doesn't understand in our documentation, he should post his specific
questions to this list.
