I share your suspicion, but nature of the software's user base leads  
me to think that a wholesale changeover to PLplot might be seen as  
too radical.  My thoughts are that an emulation library would be the  
thin end of the wedge.  As users gain familiarity and comfort with  
PLplot (via the emulation library) and see things that it can do that  
PGPLOT can't do (at all or as well), I suspect the collective urge to  
make the wholesale changeover will become irresistible.

Indeed!  I've already found two who have proved not only responsive  
but also very thoughtful and informative.
