I jumped into the source too. I doubt plstrl is part of the public API: i cannot access to it from octave. and even if i could i wonder how to convert mm to my window coordinates. I grepped and found in plcvt.c the functions plP_mmdcx What should i do to access these functions ? I can write a small C function to access it from octave if needed. Did i miss something ?
