The psttf driver needs the lasi library. This message just says that you
should set PKG_CONFIG_PATH approprately so that cmake can find lasi.
Since I assume you didn't install lasi this message is of no interest
for you. You can avoid it by adding -DPLD_psttf=OFF to the cmake command
line.

Could you try adding -DENABLE_DYN_DRIVERS=OFF to the cmake command line
- the drivers will be embedded in the plplot dll. In addition you could
try to run the dependency walker on the qt driver dlls to see which dll
it can't find.
