On Debian (and probably Ubuntu as well) you can search for system file
locations by using the apt-file command.  Here is the result here
(Debian stable) for that command when searching for plplot.mod:

irwin@raven> apt-file search plplot.mod
libplplot-dev: /usr/lib/fortran/modules/plplot/plplot.mod

This means if I want access to this file I have to install the
libplplot-dev package (if that has not been done already), and also
gives the location of the desired file once installed.

The location of the file and even the name of the package on your
Ubuntu system might be different (that depends on the actual Ubuntu
packaging), but the principle is the same for all Debian-related
distributions such as Debian stable or Ubuntu; use apt-file (which you
might have to install and update first if it is not already installed
on your system) to find out where any system file (including
plplot.mod) is located.
