I should have added that Cygwin has set the standard for Windows
distribution of free software for a long time.  Both Arjen and Greg
have reported essentially perfect comprehensive test results for an
extremely powerful (because of the presence of essentially all free
software libraries that are PLplot soft prerequistes) version of
PLplot on Cygwin.
