I think I have made more progress, but still not there yet.

I think pkg-config is supposed to show me what libraries I need, but I
don't know how to do that,
so I just used all 8 *.a files generated by the build. But apparently that
is not enough.

I see c_plxormod in src/plctrl.c. Where does the compiled code end up?
