At first, does other HTML Help files (from other Programs) work on your system? Maybe your system are not ready to display the new HTML help. Call plucker-build (there are a shortcut in the Startmenu) and than click on the Help button. Now the opens an help file. If it show the old Winhelp Help then your system does not support the HTML Help (you need install an newer IE), if you see the HTML Help you system support this. Maybe you run an too old version of Internet Explorer? What's you Version?
