There are few (if any) viewers that can handle this scenario.  In
addition, web pages are pretty much required to be in a single
charset.  Note that this doesn't mean a single language: there are a
number of charsets that can support multiple languages.  For example,
ISO-8859-1 supports a number of European languages simultaneously.

As I noted above, we can already handle a multi-language doc by using
a multi-language charset.
