As I understand it, only the Windows image parsers (WindowsPILImageParser and WindowImageParser) are supposed to be used on Windows. The others aren't designed for windows. I believe the default for Windows is supposed to be WindowsPILImageParser. The Windows code should probably be updated to subclass ImageParser.
