In other words, this is to help Windows users that don't want to
do their home work. ;-)

What license would this bundled binary be released under? 

If it is possible to "bundle" a GPL app, python and the image
processing tools in the same binary without running into problems
with the different licenses, and this will not require any kind
of changes that prevents the use of separate python files, then
it's fine with me if you want to provide such binary packages as
a service to the users. 

The packages I create will not include any bundled binaries, though
(why download python and the image tools everytime when you already 
have them on your system?)
