newline in env

Recently I noticed that the implicit newline (i.e. newline without <br>) in <pre> environment is eliminated. i.e.
<pre>
a
b
c
</pre>
is displayed as

a b c

, not

a
b
c

in the viewer.

Is it correct? Is this a problem of the viewer or the parser?
I'm using the newest unstable viewer.
