It compiles perfectly with the latest versions of each (autoconf
2.57 and automake 1.7) here on Linux and BSD. I had some trouble compiling
it with 2.13 on Linux, so I bumped them up. This configuration is what I'm
building nightly snapshots of the viewer with, so I'd like to not have to
break it.

This smells suspiscious like the prc-tools issue when you don't run
palmdev-prep (or whatever the tool is called). John Marshall can probably
comment on this one better than I can, but I think -I was swallowed by the
latest prc-tools now, and is no longer required.

I would strongly advocate no, unless we target and swich on the
environment being Cygwin first, and leave it at the user's default if it
isn't Cygwin.
