When using it for news sites, this can be important -
it indicates that you've started reading a channel, but
didn't want to delete it yet (perhaps because you didn't
finish).  More useful than bookmarks.

How to turn it off?  If you mean "turn off system sounds in 
general preferences" then OK.  If you mean turn off all sound
or application sound ... not OK.  Wanting to hear an alarm 
does mean I want a bunch of beeps everytime I touch the screen.

As Adam said, getting rid of resources would probably be the 
biggest gain.

How about a "base" resource file and one (or more) extended
resource files that get checked first, if they exist.  multi-bit
icons and foreign languages can go in extension resource files,
since they aren't required.  This would also solve the lagging
translation problem, since an untranslated resource would
default back to the base.  In newer palmOS, this can be done
with an overlay, but it might be reasonable to simulate even
with older PalmOS.

This is important if you ever read content on a device other than
the one it was created for.  (If you read beamed or preplucked
content, or get a new device, or don't customize everything...)

It is also important if you read news sites, since they will 
occasionally change their style for the worse - and by the time
you realize this, you are no longer at your desktop.
