For various reasons (some of which will become obvious
in my next messages), I am reluctant to test this myself.
I do want the problems to be obvious, for Alex's sake.

For instance, the dictionaries might well be compressed
(or even encrypted) in an RL-(or dict-) specific format, 
so that they'll fit on a Palm, and looksups won't take 
forever.  This might make them look odd, but it is 
actually good.

Please clarify exactly what didn't work.  For example:

(1)  You downloaded a dictionary, but can't read it on
your desktop?

(2)  You downloaded a dictionary, but there wasn't a
way to to get a pdb from it, so you couldn't install?

(3)  You installed a dictionary, but couldn't run the 
application?  (Did you install the RL application?)

(4)  You installed the RL application and a dictionary
and a new-enough plucker, but the lookup API
didn't work?

(5)  You downloaded the make-a-dictionary tools,
made a sample dictionary, and ... couldn't read it?
couldn't install it on the palm?  couldn't use it?
