Do we require that Plucker be able to run under debug ROMs?  Part of the
problem might be that on a debug ROM, savebehind attributes don't work, in
order to simulate low-memory conditions.  To take care of this we would have
to add redraw handlers to a lot of forms.  Do we want to do this?  (I
suppose so--I just don't want to be the one to do it.)

All that remains of this bug is a note by me (not in a bug report, but in my
comment on the bug report) that I expect that things will be off in
scroll-to-bottom mode if there is a non-final fragment that is less than one
screen long.  I am still not sure how to fix it, and I have never seen it,
since non-final fragments are very unlikely to be less than one screen long!
What should I do with this?

This is a picky little thing.  I am not quite sure what to do with it.  The
problem is that normally Plucker keeps the current file position quite well
on changes of font, scrollbar, orientation, etc.  (If you recall, in 1.4 and
earlier, it reset the position to the top in such cases--orientation wasn't
an issue then, though.)  However, it can be off by a bit (up to, but not
including, one screenful) when the current screen includes a fragment
boundary.  Is this a bug?  The documentation does not say that Plucker keeps
its place.  It's a nice little thing we do for users, and it is really
convenient.  But is it a bug that there is this inconsistency?

Fixing this would take quite a bit of work, I think.
