If you redistribute in any form, you have to redistribute code. However, if you only use the GPL-derived code for yourself, you only need to make the code available to yourself. Similarly, if you make a plucker-derived program that is ONLY used within your company or other organization, you only have to make the source code available within that organization. Of course, it's nice to share back with the community, even when you don't strictly NEED to.
